Matt Woodruff is Vice President of Public & Government Affairs for Kirby Corporation. Kirby, based in Houston, is the nation’s largest operator of tank barges and is a leading domestic maritime company. He is a 1982 graduate of Texas A&M University and a 1985 graduate of the University of Houston Law Center. A maritime lawyer by background, Matt has spent his career advocating for maritime interests.

He actively serves as an officer or director of a number of maritime industry groups. Matt is a Past President of the American Maritime Partnership, a coalition of over 450 organizations representing the domestic maritime industry. He has served as President of the Gulf Intracoastal Canal Association, President of the Texas Waterway Operators Association, Southern Region Chairman of the American Waterways Operators and chairman of the Waterways Council, Inc. He is a member and past Vice Chairman of the Inland Waterways Users Board. He is the founding chairman of the Maritime Sector Coordinating Council.

Matt is active in civic and community affairs. He is mayor pro tempore of the City of Hedwig Village and is an active volunteer with TEXSAR, a statewide search and rescue organization and serves as chairman of its board of directors. He is an emeritus director and past chairman of the Galveston Bay Foundation. He retired as a Commander from the U.S. Naval Reserve, where he served as an intelligence officer. In his spare time, he enjoys outdoor pursuits, including hunting, fishing and boating.
