Laura set up, and now leads, the new Unit in HM Treasury’s Office of Financial Sanctions Implementation (OFSI) which implements the G7 price cap on Russian oil and sanctions on Russian access to trust services. Her team lead on licencing, enforcement, guidance and international engagement on those sanctions, as well as chairing the G7+ working group on oil price cap enforcement & compliance. She previously led OFSI’s transformation programme, doubling OFSI’s size and capabilities in response to the Russian invasion of Ukraine, following international postings to Berlin and Brussels and over 15 years’ experience in the UK government.
